Mobile phone recording - getting FSA compliant

From the 14th November 2011 all FSA regulated firms will have to record and store all business calls made to and from staff mobile phones. Mobile phones were originally exempt. Calls are required to be stored for a period of six months according to FSA regulation reference (PS10/17).

Research conducted by top 4 mobile service provider Orange claims that a mere 16% of firms are in a position to implement the requisite systems. 45% of firms do not understand their obligations fully.

There are a number of commercial and technical challenges when implementing a call recording solution, which explains some of the apathy:

1. Mobile phones are typically on a separate network to the business telephone system so cannot benefit from existing call recording systems.
2. Buying a call recording system from one of the mobile network operators locks you into them, which does not help when negotiating for better rates.
3. Subscribing to a hosted call recording system can mean replacing SIM cards, phones and changing contracts.
4. Staff mobile phones are often a mixture of personal and business phones.
5. Call recording services can be very costly.

Hostcomm provides a hosted call recording service called CallScriber which can record conversations from any phone to any phone, including mobile phones. There is no requirement to change SIMs, contract or phone and there is no capital outlay. Furthermore the service is provided on a pay-as-you go basis.

The user of the service simply dials a unique service number, they are prompted for a PIN, then they are given a dial tone. They then simply dial the number as normal. The call recording is stored in a secure data centre behind a firewall in a card key access environment. The service users can log in to the web portal and access all recordings. Here's a quick summary of the main points:

  • No additional hardware or telephony infrastructure is needed
  • Outbound and inbound voicemail is recorded
  • No user training is required
  • Requires no change to user mobile numbers or SIMs
  • CallScriber will work on any network
  • Hosting is provided in multiple tier 1 data-centres
